03300	HDRFIL is created from HEAD and part of GOGOL. It contains all
03400 index and bit and AC declarations, as well as the macros
03500 which are used in the library. All comments and blank
03600 lines are squeezed out. It is not created unless some
03700 need for it is exhibited.
03800	DOHEAD is created if needed to create the HEAD entry in the library,
03900 an INTERNALed symbol table of the user-table things.
04000	SCISS.SAI reads this file to get its instructions. To read the
04100 above stuff, consider an example: If SAIPTC is to be
04200 compiled, From IOSER will be extracted the code for PTC,
04300 named SAIPTC.FAI. This will be assembled with HDRFIL to
04400 get SAIPTC.REL. If the first file is not HDRFIL, no extrac-
04500 tion will be performed.
04510	CMU HACKS : PTY taken out from between TBB & SIM (cmu doesn't use em)
04520 * means dont use thethings on the next line if making a gasseg.
04530 SEA added.
