03500		which are used in the library.  All comments and blank
03600		lines are squeezed out.  It is not created unless some
03700		need for it is exhibited.
03800	DOHEAD is created if needed to create the HEAD entry in the library,

04000	SCISS.SAI reads this file to get its instructions.  To read the
04100		above stuff, consider an example:  If SAIPTC is to be
04200		compiled, From IOSER will be extracted the code for PTC,
